Welcome on the GRALE site !

The GRALE is a multi-disciplinary network on local government and local policy-making, based on a partnership between academic institutions and administrative institutions, public bodies and private firms involved in the provision of local public services.

As an academic institution, it works on the basis of academic freedom, and it has no commercial purpose. It is backed by the CNRS, the French national corporation for scientific research.

The headquarters of the GRALE is located at the University Paris 1 Panthéon-Sorbonne, which is also involved in the partnership. The GRALE has developed experience in monitoring the implementation of decentralisation reforms, with the establishment since 2003 of the National Observatory of Decentralisation, in France, in partnership with the Ministry for Home Affairs (in France in charge of local government legislation).

The GRALE also has a very comprehensive international network, directly or indirectly through participating research institutions.
